See attached for Solicitation Number 75H70123R00011 for the project entitled Belcourt Multiplex for Quarters located in Belcourt, ND. These construction services will be in support of the Indian Health Services (IHS) prepared in accordance with FAR Part 36.



The solicitation and all amendments for this Request for Proposals will be posted on https://sam.gov/. A full scope of work, plans and specifications and Construction Wage Determination will be included in the solicitation documents. Additional details can be found in the solicitation when it is posted to https://sam.gov/. This project will be advertised as 100% set aside for Small Businesses under North American Industry Classification System (NAICS) Code 236116– New Multifamily Housing Construction (except For-Sale Builders). The associated size standard for this procurement is $39.5 million.

SCOPE OF WORK: The purpose of this project is to construct eight (8) one-bedroom apartments and two (2) two-bedroom apartments. The multiplex will include a central gathering area, housekeeping/laundry department, and mechanical space. The facility will have a one unit handicapped accessible. The new facility will provide ten (10) additional housing units to address the lack of available housing in the area. Two (2) of the units will be designated as transit quarters which will be used for the contract employees and students hired to provide services



LOCATION OF PROJECT: The project is to be performed at the following site: Belcourt, ND.

PERIOD OF PERFORMANCE: The contract Period of Performance is 365 calendar days from date of notice of proceed.



CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $1,000,000 and $5,000,000, in accordance with FAR 36.204.



SITE VISIT: Details regarding the Site Visit will be included in the solicitation.



CONTRACT TYPE: The Indian Health Service intends to award a Firm Fixed Price (FFP) contract in support of this requirement. This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 36 procedures with Lowest Price Technically Acceptable evaluation criteria.
