STATEMENT OF WORK Bismarck Vet Center MVC Parking Service Contract Purpose: The Bismarck Vet Center is seeking a service contract for a shared, indoor, parking facility for the Mobile Vet Center (MVC) belonging to Readjustment Counseling Service (RCS) assigned to the Bismarck Vet Center. Background: The Bismarck Vet Center is part of Readjustment Counseling Services/VHA providing services throughout North Dakota. RCS provides a variety of clinical and non-clinical counseling for Veterans and Active-Duty Service Members who served in Combat or suffering from Military Sexual Trauma, their families, and the families of deceased active-duty service-members. This Vet Center has a Mobile Vet Center that is used to provide logistical and communications support in areas without the ability to provide office space for private counseling, outreach, and civil support. The MVC is equipped with several high dollar additional pieces of equipment. There is a satellite dish part of a communication suite which is valued more than $200,000.00 mounted on the roof that is vulnerable to severe weather. There is also a TV receiver, 3 AC units and a vent/exhaust fan. The MVC deploys continuously throughout the year to events and locations all over North Dakota and surrounding states and is required to assist both local, state, and federal agencies in times of crisis and disaster to provide facilities and communications equipment to support their mission for as long as deemed necessary. Facility Requirements: Parking should be in a shared space where other materials and/or vehicles may be stored. Parking facility should be no less than 50 long by 20 wide and 14 high to accommodate the MVC. Parking facility should include at least one 110-volt outlet for MVC use. Parking facility should be able to accommodate easy entry and exit of the MVC, allowing for visibility in both directions to provide ability to safely exit facility The MVC consists of a M2 Freightliner chassis that is 11 wide with mirrors The MVC is 38 in length Direct/Straight access in and out of parking facility to exit road preferred Parking facility should be a fully enclosed space to provide safeguarding from inclement weather Parking facility shall provide the driver/outreach specialist suitable space to park and perform routine assigned maintenance and monthly communication tests on the Mobile Vet Center. Parking facility must be accessible by the Vet Center staff 24/7/365 due to need for national emergency response Parking facility should have adequate security to ensure the safety of the vehicle, including, but not limited to, a lockable door and indoor lighting. Contract Terms: Seeking service contract for 3 years- 1 year firm, 2 option. Termination rights with 60 days notice. Option years dependent upon funding availability.
