Fats, Oil, and Grease (FOG) Reduction Program

City of Grand Forks

The City of Grand Forks is seeking a qualified firm to plan, mitigate and report on Fats, Oil, and Grease (FOG) reduction program for the City of Grand Forks, ND.

Background:

The City of Grand Forks is working to reduce the FOG in the sanitary collection system and within the pump stations. The proposal will need to describe the methodology used as well as explain the tools that will be used in this process as well as how this will be documented and reported to the City of Grand Forks.

Project Characteristics and Considerations:

The areas that are focused on include: Areas 5, 20, 21, 27, 29, and 38. This proposal is to help reduce FOG in the City’s sanitary collection system for the City Grand Forks, ND.

Program Benefits:

Reduce FOG and Biofilm accumulation, H2S and Odor Reduction, Reduced Pump – outs, jetting, and pit cleaning, reduced loading to the pump stations and Wastewater Treatment plant, reduced corrosion, increased life span of the lift stations and city infrastructure.

Selection Process:

The submission materials will be reviewed by a team including representatives of the City of Grand Forks Water Department. Based on that review, a recommendation will be forwarded to the City Council for review and approval.

Submission Materials:

  1. Proposal on how you would perform the work including methodology as well as the types of tools planned to be used to perform services and document FOG reduction.

  2. Proposed service must include the following:

    a. Daily application of proposed product

    b. Local on-call availability

    c. Routine site visits

    d. Detailed service and activity reports per site visit

  3. Proposed products must contain the following:

    a. Quality control measures used during production

    b. Certificate of Analysis (Upon Request)

    c. Lot coding with an established recall/traceability program

    d. No pathogens, antibiotics, or genetic modification

    e. Spore-forming, facultative bacteria

    f. Micronutrients and bio-stimulants included in the product formulation

  4. A budget for the work to be performed

  5. A description of what will be reported to the City

  6. A description on two similar projects along with at least one reference from each of these projects.

Budget:

The budget includes travel costs, hourly wages, product purchases, reimbursable expenses, etc. Estimated budget is $185,000

November 14, 2022 RFP Submissions Due by 4:30 pm CST

November 18, 2022 RFP Reviewed & Scored

November 18, 2022 Finalists Informed

November 28, 2022 Committee of the Whole review

December 5, 2022 Council approval of selected proposal

January 1, 2023 Work to begin

2. The City of Grand Forks reserves the right to waive irregularities to reject any or all submissions, to re-solicit submissions, and to negotiate with selected
respondents if such action is deemed to be in the City’s best interests.

3. Fees shall be negotiated with the successful firm. If the fee cannot be agreed upon, the City reserves the right to terminate negotiations, then negotiate
with the second and third ranked firms in order, if necessary, until a satisfactory contract has been negotiated.

4. All costs associated with proposal preparation shall be borne by the proposer.The City reserves the right to reject any and/or all proposals.

5. No member, officer, or employee of the City of Grand Forks, its governing body or of any local public body having jurisdiction within the City of Grand
Forks’ service area, shall have any interest, direct or indirect, in any resultant contract or the proceeds thereof.
