This is a SOURCES SOUGHT notice for market research purposes to determine the availability of qualified sources capable of providing the services described below. Potential contractors are invited to provide a response via e-mail to Sara Hanson at Sara.Hanson@va.gov by November 23, 2022, 10 AM. Central Time. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. The attachment provides additional information and guidance for preparing your response. Please clearly identify any information your company considers sensitive or proprietary.
Service: Community Based Outpatient Clinic (CBOC) for the Department of Veterans Affairs (VA), Fargo Healthcare System in Williston, North Dakota and Dickinson, North Dakota. The proposed CBOC services include leasing, furnishing, equipping, and staffing two CBOCs and providing Primary Care services to veterans. Mental Health services are anticipated to be provided by VA staff members via telehealth or face-to-face visits on or at the contractor s site, or at the main VA facility. The proposed Williston CBOC will provide services for an estimated 1,100 veteran patients and for the Dickinson CBOC will provide services for an estimated 1,000 veteran patients. The current CBOCs are operated by a contractor and is located in Williston and Dickinson, North Dakota. The anticipated contract will be a re-competition for services to begin at the end of that contract. The anticipated contract period is a base year plus nine (9) one-year options, with services estimated to commence approximately 1/1/2024. All companies wishing to do business with the U.S. Government must be registered in the System for Award Management (SAM) at https://www.sam.gov/. Please note that there is no charge to register in SAM.

Whether or not your company has experience setting up and operating a VA CBOC;
Whether or not you have experience with the current Patient Aligned Care Team (PACT) modeled clinics;
Whether or not your company has experience using the capitated (per member per month) rate method;
The estimated range your capitated rate might be for providing Primary Care services for an estimated 1,100 veteran patients in the location of Williston, North Dakota and an estimated 1,000 veteran patients in the location of Dickinson, North Dakota (e.g., $60-$70, $70-$80, $80-$90, $90-$100, $100-$110, $110-$120, $120-$130).

(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.

(c) This solicitation is issued for the purpose of: conducting market research to identify potential sources for a potential procurement of CBOC Services as indicated below at the Fargo, ND VA Health Care System
This is a request for information and sources only, which may or may not lead to a future solicitation. This is not a request for proposal (RFP). The VA will not pay for any information received resulting from this sources sought notice. Information should be forwarded to the Contract Specialist. Any questions should be addressed to the Contract Specialist, in writing, at the email address provided. Because this is a request for information only, answers to questions will not be posted.
