The 319th Contracting Squadron, Grand Forks AFB, North Dakota, is issuing this Sources Sought as a means of conducting market research to identify parties having the resources to provide design, economic analysis, engineering, field reconnaissance, research, studies, site investigations, and meetings with the users (to include travel and work required to physically obtain data) to produce a complete Charrette Report and all corresponding documents to enhance the existing Commercial ECP at GFAFB. The Charrette Report will meet all Air Force Civil Engineer Center (AFCEC) requirements and all requirements detailed within this Statement of Work (SOW). The Base Civil Engineer (BCE) Project Manager (PM), or their representative, will assist in scheduling design meetings.
Once all Planning Alternatives have been presented to the Government for review, the Government will select its preferred Planning Alternative. The A-E will develop a completed Conceptual Charrette Report (CCR) using the Government’s preferred Planning Alternative as a basis. The CCR template(s) has been included as attachments for the A-E to develop with corresponding instructions prescribed by AFCEC. The scoped Planning Alternative will have sufficient development and cost accuracy for project programming purposes.
The A-E will compile all data gathered and submit as corresponding attachments with a completed CCR. Data gathered will be used within the completed CCR to justify all A-E proposed solutions.”
