Description

Synopsis:



1. This notice serves to provide notification to all small businesses for the upcoming solicitation for the following non-personal services: Provide all labor, tools, transportation, equipment, materials, supervision, and services required for a 5-Year Protective Coating Indefinite-Delivery Indefinite-Quantity (IDIQ) Contract at Minot Air Force Base (AFB) and associated missile alert facilities (MAFs) and launch facilities (LFs). Location of work could be in the following North Dakota counties: Burke, Renville, Bottineau, Mountrail, Ward, McHenry, McLean, and Sheridan.



1.1 The magnitude of this solicitation is between $1,000,000 and $5,000,000.



1.2 The proposed North American Industry Classification Systems (NAICS) Code for this project is 238320 – Painting and Wall Covering Contractors. The Government is interested in all small businesses. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. The small business size standard for NAICS 238320 is $19,000,000. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.





2. Program Details:



Description:



The United States Air Force (USAF) Minot AFB, 5th Contracting Squadron intends to release a solicitation on SAM.gov for the described Protective Coating Indefinite-Delivery Indefinite-Quantity contract.



Scope of Contract:








      • Provide interior and exterior protective coatings for various facilities

      • Paint airfield pavement markings, street, and parking lot striping

      • Install vinyl wall covering and tape, bed and texture walls and ceilings

      • Finish wood floors and wood trim

      • Seal masonry exterior wall joints

      • Paint and touch-up fire hydrants, sign posts, ground cable boxes, and fences

      • Apply aircraft hangar floor special markings

      • This list is not all-inclusive







Statement of Capability:



The complete solicitation package, which includes the project plans and specifications, will be made available only through SAM.gov website at https://sam.gov/. Anyone wishing to participate in this proposed procurement must obtain their copy from the internet. Copies will not be mailed from the Contracting Office. All amendments will be posted on SAM.gov. Contractors will be solely responsible for obtaining amendments from this site to update files. This project will be solicited as Small Business set-aside with the intent to award an Indefinite-Delivery Indefinite-Quantity contract. Award will be made, in accordance with the acquisition procedures established in FAR 15.101-1(b)(2), in which technical capability and past performance history, when combined, will be evaluated on a basis significantly more important than price considerations.



Submission Instructions:



Information furnished shall include enough detailed documentation to allow the Government to perform a proper evaluation of the respondent’s ability to meet the requirements as described above.
