OFFEROR READ THIS INFORMATION FIRST BEFORE SUBMITTING AN OFFER
This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a Request for Quote (RFQ) is being requested. Solicitation Number: 36C26324Q0426
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024 dated 11/14/2023
This is an unrestricted solicitation meaning all business size may respond. At the time of submission of offer and prior to award, the offeror shall be active in the System for Award Management (SAM) reflecting 621511 Medical Laboratories. The PSC Code is Q301 Medical-Laboratory Testing.
The VA anticipates the award of one (1) Indefinite Quantity Contract (IDC) for Anatomic Pathology Reference Laboratory Services to support the Fargo ND VA Health Care System located at 2101 Elm Street North, Fargo ND 58102. See Performance Work Statement and Price/Cost Schedule for specific requirements and qualifications.
The period of performance is from April 1, 2024, to March 31, 2029. The contract is required to provide the following services: (See statement of work in solicitation document)
Solicitation Questions. All solicitation questions shall be submitted in writing via email to Logan Gahring at logan.gahring@va.gov. Questions must be received by 2/27/2024, 11:00 AM CST.
Submission of Offer: Refer to FAR Provision 52.212-1 Addendum and 52.212-2 within the attached solicitation document for instructions on submitting an offer.

Evaluation Factors. FAR 15 Lowest Price Technically Acceptable Evaluation. Offerors shall submit required documentation as outlined in the solicitation.
Offer Due Date: Quotes are due to the Contracting Office by March 4, 2024, at 11:00 AM Central Time. Quotes shall be emailed to logan.gahring@va.gov prior to the solicitation closing date and time. It is the responsibility of the offeror to ensure their quote is received in full by the Contracting Officer prior to the solicitation closing date and time. Due to email file size limitations, please do not wait until the last minute to email offers.
