This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This solicitation is issued as a request for quotation IAW FAR Part 12 and 13. Submit written quotes in reference to Request for Quote (RFQ) number FA465923Q009.

This requirement is being solicited as Full and Open. The NAICS code for this requirement is 115112 with a size standard of $8.5M.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04 Effective 2 June 2023; Defense Federal Acquisition Regulation Effective 27 April 2023.

The contractor will provide electronic copies of the aerial pesticide applicators state pesticide certifications/incenses in the categories for the work at hand. The required categories of ND pesticide certification are: "air/ground core" and "public health". In addition to the required certification, the applicator must also be registered with State of North Dakota Aeronautics Commission (SNDAC), must have Federal Aviation Administration (FAA) approval to conduct a spraying operation over a city, have filed a SFN 60061 with the ND Department of Health (Division of water quality), and finally filed a SFN 14493 with the North Dakota Department of Environmental Quality (Air Quality Division). The contractor will mix the provided larvicide with water in accordance with the products EPA registration label. The contractor is to operate at a spray release altitude of 100' AGL. The larvicide should be applied with micronair nozzles. The larvicide should be applied at the EPA labeled rate to the 2,129 acres which are outlined in the attached map. At a minimum 1 week notice of spray dates, coordination must be made with GFAFB Entomology shop & Airfield Management sections.

“Registered in the System for Award Management (SAM)” means that—

(1) The Contractor has entered all mandatory information, including the unique entity identifier and the Electronic Funds Transfer indicator (if applicable), the Commercial and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see Subpart 4.14), into the SAM;

(2) The Contractor has completed the Core, Assertions, Representations and Certifications, and Points of Contact sections of the registration in the SAM;

(3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS). The contractor will be required to provide consent for TIN validation to the Government as part of the SAM registration process; and

(4) The Government has marked the record “Active”.
