This Sources Sought Notice is for informational and market research planning purposes only. It does not constitute a Solicitation and is not a commitment by the Government. All firms responding to this Sources Sought Notice are advised that their response to this notice is not a request that will be considered for contract award.





The information from this market research will assist the Government in planning its acquisition strategy. This is strictly market research. The Government will not entertain questions concerning this market research.





The U.S. Army Corps of Engineers, St Paul District (USACE) is planning the Oxbow, Hickson, & Bakke (OHB) Ring Levee portion of the Fargo-Moorhead Metropolitan Area Flood Risk Management Project. The FMM Project will reduce the flood risk from the Red, Wild Rice, Sheyenne, Maple, Rush, and Lower Rush Rivers for the cities of Fargo, North Dakota, and Moorhead, Minnesota, as well as surrounding communities. The FMM Project consists of four main components: 1) a dam, referred to as the Southern Embankment since the dam is at the southern end of the constructed features, 2) a Diversion Channel, 3) levees constructed within the benefitted area of the FMM Project, and 4) the OHB Ring Levee. The project also includes a number of associated structures, non-structural features, recreation features, and environmental mitigation. The OHB Ring Levee is located in the upstream staging area of the Southern Embankment. The alignment starts on the northeast side of Oxbow and runs adjacent to the Red River through existing city lots along the east side of Oxbow. It continues south along the Red River until CR 18 where the levee turns west on the north side of CR 18 until it intersects CR 81. The function of the OHB Ring Levee is to reduce the risk of flooding to the three communities from the Red River and increased water levels associated with the FMM Project, in lieu of fee acquisition. The OHB Ring Levee will require earthwork, excavation, storm sewer piping, riprap placement, and turf establishment.
