Description:

The Board of City Commissioners of the City of Bismarck will receive sealed bids for the replacement of the traffic signal pole at US Highway 83 and Skyline Boulevard, west bound.

All bids will be submitted to the City Administrator, located on the 4th Floor of the City/County Office Building, 221 North Fifth Street, Bismarck, ND 58501 until three (3:00) o’clock p.m. CT, on Wednesday, January 18, 2023. Bids will be publicly opened and reviewed at four (4:00) o’clock p.m. CT, on Wednesday, January 18, 2023, in the Office of City Administration.

Bids must be mailed to the City Administrator (PO Box 5503, Bismarck, ND 58506-5503) or otherwise deposited with the City Administrator (221 N 5 th Street, Bismarck, ND) and shall be sealed and endorsed:

“Traffic Signal Pole Replacement”

Name of the person, firm or corporation submitting the bid.

If a bid is to be faxed, the bid must be sent to a bidder’s agent, independent of the City of Bismarck, placed in a sealed envelope, labeled according to this specification, and delivered to the office of the City Administrator prior to the bid deadline.

The Contractor shall include a copy of his license or renewal thereof enclosed in the required bid bond envelope as required pursuant to Section 43-07-12 of the North Dakota Century Code, as amended.

Bids must be submitted on blanks furnished by the City of Bismarck and in accordance with specifications and conditions therein contained. Copies of the bidding documents may be obtained from the Public Works Director of Service Operations, 601 South 26th Street, Bismarck, North Dakota. The basis of award shall be the lowest and best total bid for the unit(s). Bidders shall balance their bids accordingly.

Each bid shall be accompanied by a separate envelope containing a bidder’s bond in the amount of five percent (5%) of the amount of the bid as required by Section 48-01.2, North Dakota Century Code, as amended, and executed as provided by law. The bid bond shall be conditioned that if the principal’s bid is accepted and a contract is awarded, the principal shall execute the contract within ten days of receipt of the notice of award.

The Board of City Commissioners reserves the right to hold all bids for a period of forty-five (45) days after the date fixed for the opening thereof and reject any or all bids and to waive irregularities whenever it is for the best interest of the City of Bismarck.

The City of Bismarck is committed to providing non-discriminatory service. Special Requirements:
Certified Check or Bidders Bond must be in a separate envelope attached to the outside of the proposal. Each proposal shall be accompanied by a Bidders Bond or a Certified Check payable to the City of Bismarck in the amount of five (5) percent of the Total Sum Bid.

The Contractor shall include a copy of his license or renewal thereof enclosed in the required bid bond envelope as required pursuant to Section 43-07-12 of the North Dakota Century Code, as amended.



Miscellaneous:
Contractor that is awarded the bid, shall acquire and maintain acceptable general liability insurance in the amount of $2,000,000 aggregate for each occurrence and shall name the City of Bismarck as an additional insured with waiver of subrogation on the policy for the duration of this project.

Contractor that is awarded the bid, must provide a Certificate or Workers Compensation Coverage.
