Qualifications:
All bids will be submitted to the City Administrator by 3:00 p.m., June 29, 2023, located at 221 N. Fifth Street (Fourth Floor) Bismarck, ND 58506. Such work to be completed according to the schedule, plans and specifications on file in the Office of the City Administrator. Bids will be opened at 4:00 p.m., June 29, 2023, in the Office of City Administration.

The proposals must be mailed to or deposited with the City Administrator and shall be sealed and endorsed “Proposal for Final Cover Closure of Phases I-III in Solid Waste Utility Project Number Two Thousand Twenty Three - One (LF 2023-001).”

The contractor shall include a copy of his license or renewal thereof enclosed in the required bid bond envelope as required pursuant to Section 43-07-12 of the North Dakota Century Code, as amended.

If the project includes more than one unit or contains alternates, the basis of award shall be the lowest and best bid for the units or alternates selected by the City. Units or alternates not selected shall not be included in forming the basis of determining the lowest bid. Bidders shall be aware that there is no guarantee that all units or alternates will be awarded and balance their bids accordingly.

Bids shall be made on the basis of cash payment for the work to be done. All work under this advertisement shall be started on a date to be specified in a written order from the Board of City Commissioners.

The project scope of work consists of mobilization; approximately 100,000 CY of common excavation to construct a final cover soil barrier system consisting of a recompacted soil barrier layer (63,800 CY), clay rich rooting/vegetative layer (42,500 CY) and placement of topsoil/SPGM (32,400 CY). The project will include ancillary improvements to the facility including placement of 384 linear feet of storm piping (varying sizes), placement of 6,700 tons of Class 13 aggregate surfacing materials and vegetative restoration (seeding) over 192,600 SY.
Each bid shall be accompanied by a separate envelope containing a bidder’s bond in the amount of five percent (5%) of the amount of the bid as required by Section 48-01.2-05(4), North Dakota Century Code, as amended, and executed as provided by law.

A non-mandatory pre-bid meeting will be held on Thursday June 22, 2023, at 1:30 PM at the City of Bismarck Landfill located at:

Bismarck, ND 58501

Attendance at the pre-bid meeting is highly encouraged. The Project Engineer will provide a detailed summary of the project components to further the Contractors understanding of the Project.

The Board of City Commissioners reserves the right to hold all bids for a period of thirty (30) days after the date fixed for the opening thereof and reject any or all bids and to waive irregularities whenever it is for the best interest of the City of Bismarck.
